General Requirements & Permitting 3 Rules

Permit Application and Plan Submittal

Prior to any work, a permit application must be submitted to your local municipality along with detailed plans, including electrical schematics and pad construction details, for review and approval. Plans must clearly indicate compliance with all applicable codes and DuPage County specific requirements.

Required Inspections

Rough electrical, final electrical, and structural pad inspections are typically required by the local building department. Additional inspections may be mandated depending on the scope of work. Do not cover or energize before inspection approval.

Setbacks

Ensure all installations comply with local zoning ordinances regarding property line setbacks and impervious surface coverage. Consult your local municipality's zoning department for specific requirements.

Disconnecting Means

A readily accessible, lockable, non-fused (or fused, if properly sized) disconnecting means shall be provided at least 5 ft (1.5 m) from the inside wall of the spa or hot tub, and within sight of the spa or hot tub. Ground-Fault Circuit-Interrupter (GFCI) Protection

All 120-volt, 15- and 20-ampere receptacle outlets, and all associated equipment supplying power to a hot tub shall be protected by a Class A GFCI. This includes the disconnect and all associated branch circuits, including fixed wiring. (2023 NEC 680.43, 680.44)

Bonding

All metal parts of the hot tub structure, all metal fittings within or attached to the tub, and all external conductive surfaces within 5 ft (1.5 m) of the tub must be bonded together and to the equipment grounding conductor of the electrical system. This includes reinforcing steel in the pad, metal fences, and pool covers. (2023 NEC 680.26(B), 680.42)

Wiring Methods

Wiring to spas and hot tubs shall be in rigid metal conduit, intermediate metal conduit, liquidtight flexible nonmetallic conduit Type B (LFNC-B), rigid polyvinyl chloride conduit (PVC), or listed reinforced thermosetting resin conduit (RTRC) or Type MC cable with an impervious jacket. Flexible conduit or cord should be kept to minimum necessary lengths and protected from physical damage. (2023 NEC 680.25)

Wire Sizing and Overcurrent Protection

Conductors shall be sized appropriately for the load and protected by overcurrent devices in accordance with 2023 NEC Article 240 and 680. Ensure the branch circuit is dedicated to the hot tub and installed per manufacturer's specifications. (2023 NEC 240, 680.40)

Receptacle Clearances

Receptacles shall not be located within 6 ft (1.8 m) of the inside walls of the hot tub. Receptacles more than 6 ft (1.8 m) but less than 10 ft (3.0 m) shall be GFCI protected. (2023 NEC 680.43(A))

Lighting Fixtures

No lighting fixtures, other than those associated with the hot tub equipment, are permitted directly over the hot tub or within 5 ft (1.5 m) horizontally of the inside wall, unless specific exceptions for recessed or listed wet-niche fixtures are met and GFCI protected. (2023 NEC 680.43(B))

Accessibility of Equipment

Spa or hot tub equipment shall be installed so as to afford ready access for maintenance and service. The space surrounding equipment shall not be used for storage. (2023 NEC 680.40)

Pad & Structural Requirements 4 Rules

Foundation/Pad Requirements

Hot tub pads must be constructed on stable, non-expansive soil. A minimum 4-inch (102 mm) thick reinforced concrete slab, or an equivalent approved structural system designed to support the live and dead loads of the hot tub (including water and occupants), is required. The pad must extend beyond the perimeter of the hot tub by at least 6 inches (152 mm) on all sides. (2024 IRC R403.1, ACI 302.1R)

Frost Protection

Any structural elements supporting the hot tub that are susceptible to frost heave, such as piers or footings, must extend to a minimum depth of 42 inches (1067 mm) below finished grade in DuPage County, or to stable, unfrozen soil, whichever is deeper. Slab-on-grade pads may not require this depth if properly designed for surface bearing, but attention to drainage is critical to prevent water infiltration and subsequent frost heave. Drainage

The area around the hot tub and pad must be graded to ensure positive drainage away from the foundation of the dwelling and the hot tub pad. Water should not be allowed to accumulate around the base of the hot tub or its electrical components. (2024 IRC R401.3)

Support and Leveling

The pad must provide continuous, uniform support for the entire base of the hot tub and be perfectly level to ensure proper operation and prevent undue stress on the hot tub's shell or components, following manufacturer's installation instructions. (2024 IRC R301.1)

Water Supply Protection

Hose bibs used for filling hot tubs must be protected with an approved backflow prevention device (e.g., vacuum breaker) to prevent contamination of the potable water supply. Direct plumbing connections are subject to backflow prevention requirements as per the Illinois Plumbing Code. (Illinois Plumbing Code 89 Ill. Adm. Code 890.1130, 890.1140)

Wastewater Discharge

Discharge of hot tub water must comply with local wastewater regulations. Water should be discharged to a sanitary sewer system where available, or in a manner that does not cause a public nuisance or environmental harm. Direct discharge to storm sewers or natural waterways may be prohibited or require specific permits from the relevant authority. (Illinois Plumbing Code 89 Ill. Adm. Cross-Connections

No direct cross-connections between the hot tub's water circulation system and the potable water supply are permitted without approved backflow prevention specific to the potential hazard, as determined by the local plumbing official. (Illinois Plumbing Code 89 Ill. Adm. Code 890.1130)
