Permit Application

Detailed Plans

Required Inspections
The project requires a final inspection by the local building department to verify compliance with approved plans and all applicable codes.

Live Load (Foot Traffic)
The window well cover shall be designed to support a minimum uniformly distributed live load of 40 pounds per square foot (psf).
Snow Load (DuPage County)
The window well cover shall be designed to resist a minimum ground snow load of 40 psf, or as specified by your local municipality, applied as a uniform live load.
Dead Load
The design shall account for the dead load (weight) of the cover itself, in addition to live and snow loads.
Material Durability
All materials used in the construction of the load-bearing cover shall be durable, weather-resistant, rot-resistant, and suitable for exterior exposure in DuPage County's climate (e.g., pressure-treated lumber, composites, reinforced concrete, or structural metals).
Fasteners & Connections
All connections and fasteners shall be corrosion-resistant (e.g., hot-dipped galvanized, stainless steel) and sized appropriately for the applied loads and material types, designed to resist uplift and lateral forces.
Anchoring to Structure
The window well cover shall be securely anchored to the building's foundation or the approved window well structure to prevent displacement and effectively transfer all imposed loads.

Emergency Escape & Rescue Opening Operability
If the window well serves an emergency escape and rescue opening (e.g., from a basement), the cover shall be operable from the inside without the use of keys, tools, or special knowledge. The method of operation must be obvious and readily apparent.
Clear Opening Dimensions
The cover, when in its open or removed position, shall not reduce the net clear opening of the emergency escape and rescue window below the minimum required dimensions (5.7 sq ft area, 20-inch width, 24-inch height).
Window Well Horizontal Dimensions
The horizontal projection of the window well shall be a minimum of 36 inches perpendicular to the wall, and the width shall be a minimum of 36 inches clear, to allow for safe egress.
Ladders or Steps
If the window well depth exceeds 44 inches, a permanently affixed ladder or steps capable of supporting a 200-pound load shall be provided. The ladder/steps shall not encroach into the minimum required window well dimensions.
Window Well Construction & Drainage

Window Well Foundation Depth (Frost Protection)
Any structural components of the window well, or the window well itself, that require a foundation shall extend to a minimum depth of 42 inches below finished grade to mitigate frost heave, consistent with DuPage County's frost depth requirements.
Window Well Drainage System
Window wells shall be drained by an approved method. This can include connection to the building's foundation drainage system, a sump pit, an approved storm drainage system (if permitted by your local municipality and the Illinois Plumbing Code), or by a drain to daylight, provided the grade allows for positive drainage away from the foundation.
Drainage Material
A minimum 6-inch layer of washed gravel or crushed stone shall be provided at the bottom of the window well to facilitate drainage.
Plumbing Code Compliance for Drainage
Any connection of the window well drainage system to a storm drainage or sanitary system must comply with the Illinois Plumbing Code (89 Ill. Adm. Code 890), including requirements for proper sizing, traps, vents, and backflow prevention where applicable. Direct connection to sanitary systems is generally prohibited.
General Construction & Environmental Considerations

The walking surface of the load-bearing window well cover shall be constructed with materials that provide adequate slip resistance, especially when wet or icy.
Clearances & Utilities
Maintain proper clearances around electrical infrastructure, gas lines, and other utilities as per applicable codes (2023 NEC, Illinois Plumbing Code) and utility provider requirements.
Electrical Wiring within Well/Cover
No electrical wiring, components, or luminaires shall be installed within the window well or cover unless specifically designed and listed for wet or damp locations and installed in accordance with the 2023 NEC, including proper wiring methods and ground-fault circuit-interrupter (GFCI) protection where required.
Weather Protection & Sealing
All materials and construction methods shall provide adequate protection against weather and moisture penetration to ensure longevity, prevent damage to the building foundation, and maintain energy efficiency of the structure.
