Foundation Design
Foundations shall be designed and constructed to safely support the loads imposed thereon and resist overturning and sliding. Concrete shall have a minimum compressive strength of 2,500 psi. IRC R403.1
Wall Construction
Enclosure walls shall be constructed of durable, weather-resistant materials such as masonry (brick, block, stone), treated lumber, or precast concrete panels. Walls must be designed to withstand wind loads specific to DuPage County. IRC R301.2.1, R602 (Wood Framing), R606 (Masonry)
Wall Height & Screening
Enclosure walls must be of sufficient height (typically 6-8 feet) to fully screen the dumpster from public view and should comply with local zoning and screening ordinances.
Gates
Gates shall be robust, constructed of durable materials (e.g., steel, heavy-duty treated wood), and designed to withstand frequent use and potential impact. Heavy-duty, rust-resistant hardware is required. Gates must allow full, unobstructed access for waste hauler vehicles. IRC R301.1

Proximity to Buildings
Dumpster enclosures located within 5 feet (1524 mm) of an adjacent building's exterior wall shall be constructed of not less than 1-hour fire-resistance-rated materials or demonstrate equivalent protection through distance separation. Combustible accessory structures are permitted within 5 feet of a dwelling wall if the exterior wall and eaves are protected as required by IRC R302.1 and R302.6.
Combustible Storage
No highly combustible or hazardous materials shall be stored within the dumpster enclosure. Clear signage may be required.
Electrical Requirements (If Applicable)

Lighting
If artificial illumination is provided, all luminaires shall be listed for wet locations. Lighting outlets are required where illumination is needed for safety and maintenance. NEC 410.10(A), 210.70(A)
Wiring Methods
Wiring installed underground shall be suitable for wet locations and protected from physical damage. Acceptable methods include UF cable or conductors in approved raceways. NEC 300.5, NEC 300.6
Receptacles
Any 125-volt, 15- or 20-ampere receptacle outlets provided for maintenance or other purposes shall be Class A GFCI protected and listed for wet locations with a weather-resistant cover. NEC 210.8(B), 406.9(B)
Circuit Protection & Disconnects
All electrical circuits shall be provided with appropriate overcurrent protection. A readily accessible disconnecting means shall be provided for all electrical equipment within or serving the enclosure. NEC 240, 430.102
Grounding and Bonding
All non-current-carrying metal parts of electrical equipment, raceways, and enclosures shall be effectively grounded and bonded. NEC Article 250

Hose Bibs/Water Supply
Any potable water supply connected to a hose bib within or near the enclosure must be protected with an approved backflow prevention device (e.g., a reduced pressure principle backflow preventer or atmospheric vacuum breaker) to prevent contamination of the public water supply. Frost Protection
Exterior hose bibs must be of the 'frost-proof' type or otherwise protected from freezing specific to DuPage County's climate. Illinois Plumbing Code 890.1130(a)
Drainage
